[SMM Survey] Hydrogen Energy Weekly Electrolyzer Industry Review (20251222-1226)

Capacity side, the domestic alkaline electrolyzer market was maintained at 43.77 GW, and the PEM electrolyzer market was maintained at 2.7 GW, with no new capacity added, according to incomplete statistics.

No public information on offline electrolyzer deliveries was available this week.

Electrolyzer project updates:

China Petroleum Engineering & Construction Corp. (CPEEC):CPEEC built a new energy off-grid flexible hydrogen production integrated experimental platform in Yanqing, Beijing. Through a full-chain solution of "energy supply-hydrogen production-control and maintenance," it overcame core technical bottlenecks such as instability, slow response, and difficulty in consumption caused by the volatility of new energy in off-grid hydrogen production.

Jinfeng Green Energy Chemical (Xing'an League) Co., Ltd.: The second phase of the Jinfeng Xing'an League Green Hydrogen to Green Methanol project was filed for record. Construction location: Ulanhot City, Xing'an League. Total investment is 1.2 billion yuan, including 240 million yuan in self-raised funds. The planned construction period is from December 2025 to December 2027. It is understood that the main construction involves an annual production of 600,000 mt of green methanol.

Lvliang Park Construction and Development Co., Ltd.:The Green Electricity Hydrogen Production Construction Project in the New Material Industrial Park of Lvliang Economic and Technological Development Zone was put out to tender. The main tender contents include survey, design, construction, supervision, major equipment, and important materials. It is understood that the project plans to purchase five sets of 1000 Nm³ ALK electrolyzers and five sets of 400 Nm³ AEM electrolyzers. Upon full completion, the project is expected to achieve an annual hydrogen production of 3,400 mt.

Hydrogen Source New Energy (Inner Mongolia) Co., Ltd.:The Hydrogen Energy Equipment Manufacturing Project, a county-level industrial project, was filed for record. Construction location: Shiguai District, Baotou City. Total investment is 560 million yuan, including 112 million yuan in self-raised funds. The planned construction period is from March 2026 to December 2027. Main construction content: office building, hydrogen energy bipolar plate electroplating production line, and supporting public/auxiliary facilities.

Jiaze New Energy Co., Ltd.:The company held its 3rd Board of Directors' 47th meeting on December 12, 2025. During the meeting, the "Proposal on the Investment and Construction of the 300,000 mt Green Hydrogen-to-Alcohol-to-Jet Fuel Chemical Co-production Project in Jidong County, Jixi City, Heilongjiang Province by a Subsidiary Company" was reviewed and approved. It is reported that the project's planned construction scale is an annual production of 450,000 mt of green methanol, 150,000 mt of green ethanol, and 100,000 mt of green jet fuel. The first phase is expected to be invested in and constructed between 2025 and 2027, with an anticipated annual capacity of 240,000 mt of green methanol, 80,000 mt of green ethanol, or 50,000 mt of green jet fuel. The second phase will be invested in opportunistically, depending on the operational status of the first phase and market development for the products.

Guangxi New Energy Co., Ltd.:The People's Government of Tiandong County, Guangxi, together with China Coal Group Guangxi New Energy Co., Ltd. and Guangdong Liquid Sunshine Green Energy Co., Ltd., jointly signed an investment cooperation agreement in Tiandong County. The three parties reached a strategic consensus to jointly build a green methanol demonstration project with a total annual scale of 150,000 mt.

Shenzhen University:Shenzhen University issued a tender for a 100 Nm³/h alkaline water electrolysis hydrogen production equipment. It is understood that the project does not accept consortium bidding, and bidders are not allowed to use imported products to participate in the tender.

CIMC Green Energy Low-Carbon Technology (Zhanjiang) Co., Ltd.:A 50,000 mt/year biomass liquid fuel project commenced production. It is understood that the project is located in Fucheng Town, Suixi County, Zhanjiang City, Guangdong Province, with the main product being biomass liquid fuel (green methanol), and the initial production capacity is 50,000 mt/year. Subsequently, the main project entity, CIMC ENRIC Engineering Technology Co., Ltd., signed a second-phase investment intention with the Suixi County Government.

Longyuan (Zhangye) New Energy Development Co., Ltd.:Released the successful bidder candidates announcement for the alkaline water electrolysis hydrogen production electrolyzers and power supply equipment for the Zhangye Carbon Neutrality Industrial Base wind-solar-hydrogen-storage integration project. Among them, Beijing Guoneng Longwei Power Generation Technology Co., Ltd. ranked first among the successful bidder candidates, with a bid price of 148.62 million yuan. It is reported that the Longyuan Zhangye Carbon Neutrality Industrial Base wind-solar-hydrogen-storage integration project uses alkaline water electrolysis hydrogen production electrolyzers, specifically including three 1,000 Nm³/h units, eight 2,000 Nm³/h units, and one 3,000 Nm³/h atmospheric pressure square electrolyzers.

Guoneng Xinjiang Chemical Co., Ltd.:Commissioned Qingdao China University of Petroleum Environment and Safety Technology Center Co., Ltd. to conduct an environmental impact assessment public notice for the fluidized bed methanation technology innovation demonstration project. The full name of this project is the Fluidized Bed Methanation Technology Innovation Demonstration Project, located in the Ganquanbao Economic and Technological Development Zone, Urumqi City, Xinjiang. It is reported that the main construction content of the project includes: one set of 2,500 Nm³/h methanation unit, one set of 3,000 Nm³/h water electrolysis hydrogen production unit, and one set of LNG production unit with a daily output of 60,000 Nm³ (equipped with one 800 m³ double-container storage tank).

Gemeng Yihe New Energy Co., Ltd.:Released the second tender change announcement for the procurement of complete hydrogen production equipment for the Chayouqianqi Wind-Solar-Hydrogen Integration Project (Phase I). The changes mainly consist of supplementary content regarding "accepting consortium bidding," which includes a requirement that the consortium shall consist of a maximum of two entities, with the consortium leader must be a manufacturer providing PEM water electrolyzers, and responsible for coordinating the supply, installation guidance, commissioning, after-sales service, training, and other related work within the scope of this tender.

Jinta County Yueshui Power New Energy Co., Ltd.: The tender for the EPC turnkey contract of the Jinta Yueshui Power 7MW PV Off-Grid Hydrogen Production, Storage, and Transmission Integrated Demonstration Project was announced. It is understood that the project plans to use one set of electrolyzers with a rated hydrogen production capacity of 1,000 Nm³/h, a separation and purification unit with a processing capacity of 1,000 Nm³/h, a hydrogen production power supply, a PLC control system, and other auxiliary equipment. The purity of the purified hydrogen is greater than 99.999%. The average daily hydrogen production is about 500 kg.

Policy Review

1. The Infrastructure Development Department of the National Development and Reform Commission (NDRC) published an article titled "Accelerating the Construction of a Modern Infrastructure System." The article mentioned "accelerating the construction of a new energy supply and consumption system, coordinating all aspects of energy production, supply, storage, and consumption, and enhancing the stability of energy supply and peak shaving capability. Actively, safely, and orderly develop nuclear power. Focus on applications such as gray hydrogen replacement and green ship fuel to promote the national planning layout for green hydrogen, ammonia, and methanol." "Promote the iterative update of new energy power generation technologies and the R&D and application of flexible DC power transmission and smart dispatch in the power grid, and intensify technological breakthroughs in long duration energy storage (LDES), green electricity-based production of hydrogen, ammonia, and methanol, and nuclear fusion."

2. The energy industry hydrogen standard NB/T 11896-2025 "Code for Preparation of Feasibility Study Reports for Renewable Energy Power-to-Hydrogen Projects," led by China Energy Engineering Group North China Power Engineering Co., Ltd. as the chief editor, was officially released.

3. The first energy industry hydrogen standard NB/T 11810-2025 "Code for Preparation of Planning Reports for Renewable Energy Power-to-Hydrogen Projects," compiled under the direction of the Hydrochina Corporation, was officially released and will take effect from December 30, 2025.

4. The European Commission approved a €4 billion electrolyzer-specific fund, providing a 30% subsidy on equipment costs for projects with a capacity ≥500 MW/year, and set a 2030 efficiency target for green hydrogen project electrolyzers of ≥60% (LHV basis).

Corporate Developments

RWE: Commissioning began for Europe's largest green hydrogen plant located in Lingen, Germany. The plant's 100 MW electrolyzer is the first part of the 300 MW GET H2 Nukleus project and is expected to supply hydrogen to TotalEnergies' Lingen refinery in Germany.

Plug Power: Successfully installed a 5 MW GenEco water electrolysis hydrogen production system for Cleanergy Solutions Namibia, for a green hydrogen project in Namibia. Located in Walvis Bay, the project was officially launched in September, marking the establishment of Africa's first full-process commercial green hydrogen facility.

CRRC Zhuzhou Electric Locomotive Research Institute Co., Ltd.: A 500 Nm³/h PEM electrolyzer developed by CRRC Zhuzhou Electric Locomotive Research Institute Co., Ltd., a subsidiary of CRRC, was successfully launched in Zhuzhou, Hunan.

Sheneng Northern Energy Holding Co., Ltd.:The Green Certification Assessment Report (Hydrogen) and the Green Certification Assessment Report (Liquid Ammonia) for the Sheneng Etoke Wind and Solar Power to Hydrogen Integrated Green Ammonia Project, passed the evaluation and certification of the International Sustainability & Carbon Certification System (ISCC EU).

ITM Power:Delivered a 15MW containerized electrolyzer to Kimberly-Clark's Northfleet paper mill in Kent, UK.

Zhejiang Sunlight Green Hydrogen Technology Co., Ltd.:Successfully started up its self-developed 100kW anion exchange membrane (AEM) electrolyzer equipment and officially put it into trial operation.

Sany Hydrogen Energy Co., Ltd.:In the "China Coal 10kt Liquid Sunshine Project", the first set of the world's largest 9,600 Nm³/h multi-functional hydrogen production BOP system provided by Sany Hydrogen was successfully launched.

Patent Applications

1. Shanghai Institute of Ceramics, Chinese Academy of Sciences (China) published patent CN2025110028, developing ceramic-based anion exchange membranes with a laboratory-tested lifespan of 80,000 hours.

2. Johnson Matthey (UK) filed patent WO2025109876, disclosing a Fe-Ni-Mo ternary non-precious metal catalyst formula, with activity close to platinum-based materials.

Technology Footprint/Technical Specifications

1. The newly developed non-precious metal electrodes from Anzhuo New Energy exhibited excellent electrochemical performance, achieving a hydrogen evolution overpotential of 180mV and an oxygen evolution overpotential of 245mV at 100mA·cm−2, while maintaining an energy conversion efficiency of over 70% and a hydrogen purity of 99.9%.

2. A research team led by Professor Shi Le from the College of Environmental and Resource Sciences at Zhejiang University, in collaboration with Professor Weng Xiaole's group and Professor Bruce E. Logan's group from Pennsylvania State University, USA, made a breakthrough in distributed hydrogen production from non-traditional water sources, mainly through the use of steam electrolysis to directly produce green hydrogen from non-traditional water sources.

3. A related research team from the School of Electrical Engineering, Xi'an Jiaotong University, and the National Key Laboratory of Electrical Insulation and Dielectric Materials, successfully developed a Ru/Ti3C2Ox@NF seawater electrolysis bifunctional electrocatalyst.

4. The Group Standard "Technical Specification for Coupled Electrolytic Hydrogen Production Using Wind, Solar, and Green Electricity" (No. T/CIEP 0272—2025) was released and implemented by the China Industrial Environmental Protection Promotion Association. Dafriend Energy Technology Co., Ltd. successfully developed a 100kW-level PEM electrolyzer multi-field coupling test equipment.

5. GKN Powder Metallurgy announced the development of a new generation of high-performance, high-porosity, high-purity porous transport layers (HP-PTL) for proton exchange membrane (PEM) electrolysis.
